Sample motion for neighbourhood control
GIVE CONTROL ON CITY DEVELOPMENT
TO COMMUNITIES, NOT DEVELOPERS

WHEREAS the City of Vancouver has promoted and allowed development in Vancouver to be determined by market forces and not by community needs; and
WHEREAS residents of many Vancouver neighbourhoods are alarmed at the City of Vancouver’s disregard for enhancing, or at least maintaining the livability of our neighbourhoods; and
WHEREAS progressive residents of Vancouver’s many neighbourhoods realize the necessity of all neighbourhoods sharing in the provision of affordable housing, adequate amenities, and access to public services;
THEREFORE BE IT RESOLVED that:
[Name of the group] stands for democratic community-oriented city development that ensures livability and inclusion through a two-pronged approach:
1. A City-Wide Plan, binding on every neighbourhood, to establish a minimum
quota in each neighbourhood, for:
A. Rental and subsidized or below-market housing units,
B. Park land, recreation and community centres, childcare facilities, schools,
seniors centres, and libraries;
C. Public services such as health care and social support;
D. Locally-owned shops and services
AND
2. the implementation of that City Plan under neighbourhood control, with
(a) neighbourhood residents voting on the specifics of implementation (form
and location of buildings, amenities, and public services), and with the
opportunity to attend well publicized panel discussions at the
neighbourhood level, with speakers in favour and against City proposals; and
(b) neighbourhood residents having the opportunity to vote on any other
rezoning or densification proposal.
